ADPD-The Green Party official and candidate Brian Decelis submitted a representation to the Planning Authority regarding a retirement home proposed outside the development zone in Marsaskala.

I  am objecting to PA/04579/25, where a developer wants to build a retirement home on ODZ land in Sant’Antnin, on the outskirts of Marsaskala.

The objection to this proposal is because the further take up of agricultural land is unsustainable and goes counter all measures in hand  to protect agricultural land from abusive use and/or development.

There are other areas that could be suitable for this proposed development without the take up of virgin agricultural land. Indeed the Strategic Plan for the Environment and Development (SPED) while allowing old people’s homes in ODZ areas expects applicants to follow a ‘sequential approach’, using ODZ land only as a last resort after exploring existing built-up areas, brownfield sites, and vacant land within the development zone.
