Following the publication of the report by the Board of Inquiry established in the wake of the assassination of journalist Daphne Caruana Galizia, ADPD – The Green Party’s Chairperson Carmel Cacopardo said that this report needs to mark a turning point in our country’s political, social, cultural and legal development. The report details a harrowing account of state failure and state capture.
“The main takeaway from today’s report is that the Mafia exists. The Mafia not simply as a criminal organisation but also as a cultural mindset that allows such an organisation to take root and prosper. We must strengthen our state to combat the Mafia.
We call for:
- the immediate implementation of the legislative and procedural recommendations contained in the inquiry’s report, starting with the development of new laws and institutions to combat the Mafia;
- 100% transparency in the links between politics and business – the board is clear that links between business and politics must be monitored and regulated.
- strengthening of Maltese investigative journalism, including through a reform of Malta’s media law, strengthening of the legal regime for freedom of information requests and a greater allocation of resources to investigate threats and violence against our journalists;
- strengthening Whistleblowing legislation, ensuring that it is effective and not controlled by political strings
- effective regulation of lobbying through clear specific legislation
- a root and branch reform of the Maltese institution involved in the investigation and prosecution of high-level crime – it is clear that Malta’s investigative institutions have failed and continue to fail in respect of the investigation and prosecution of high level crime and corruption;
- accountability at all levels from all players identified as having participated or acquiesced in creating the climate and conditions that ultimately led to Caruana Galizia’s assassination – this includes accountability from the heads of regulatory authorities identified in the inquiry’s report as having been pliant.”
May everyone reflect on the serious and purposefully designed weaknesses of the Maltese state, as detailed in this report.

Nappellaw għal:
1. l-implimentazzjoni immedjata tar-rakkomandazzjonijiet leġislattivi u proċedurali li jinsabu fir-rapport tal-inkjesta, li tibda bl-iżvilupp ta’ liġijiet u istituzzjonijiet ġodda biex tiġi miġġielda l-Mafja;
2. Trasparenza assoluta fir-rabtiet bejn il-politika u n-negozju – il-bord huwa ċar li r-rabtiet bejn in-negozju u l-politika għandhom jiġu mmonitorjati u regolati.
3. tisħiħ tal-ġurnaliżmu investigattiv Malti, inkluż permezz ta’ riforma tal-liġi tal-midja ta’ Malta, tisħiħ tar-reġim legali għal talbiet taħt l-Att tal-libertà ta’ informazzjoni u allokazzjoni akbar ta’ riżorsi biex jiġu investigati theddid u vjolenza kontra l-ġurnalisti;
4. it-tisħiħ tal-liġi dwar il-Whistleblowing, biex jiġi żgurat li l-ebda uffiċċjal jew politiku ma jkun jista’ jimmina l-proċess;
5. regoli effettivi dwar il-lobbying permezz ta’ liġi speċifika fuq is-suġġett;
6. riforma bl-għeruq u x-xniexel tal-istituzzjonijiet investigattivi li suppost isegwu l-kriminalità organizzata. Huwa ċar li l-istituzzjonijiet investigattivi ta’ Malta fallew u se jkomplu jfallu fejn tidħol l-investigazzjoni u l-prosekuzzjoni ta’ kriminalità u korruzzjoni f’livelli għoljin;
7. li tinġarr ir-responsabbiltà fil-livelli kollha minn dawk kollha identifikati bħala li pparteċipaw jew aċċettaw il-ħolqien tal-klima u l-kundizzjonijiet li fl-aħħar mill-aħħar wasslu għall-assassinju ta’ Caruana Galizia – dan jinkludi l-irfiegħ tar-responsabbiltà mill-kapijiet tal-awtoritajiet regolatorji identifikati fir-rapport tal-inkjesta li għalqu għajnejhpm għall-operat tal-mafja.”
