ADPD calls for a truly representative parliament

ADPD – The Green Party Chairperson said the new Parliament is a reflection of a legally rigged system that is meant to favour the PLPN. The electoral mechanisms that ADPD has insisted upon throughout the election campaign as being discriminatory against third parties have also led to the largest cohort of parliamentarians ever.

The first mechanism – that of proportionality – ignores completely the votes obtained by third parties. “ADPD’s first preference votes – 4747, much more than the national quote – should also be represented in parliament because every vote counts! It is not just votes cast in favour of the Partit Laburista and the Partit Nazzjonalista that are of value, but every citizen’s should have value,” insisted Cacopardo.

“Every vote counts and this proportionality guarantee should be extended to all parties. Each day that ADPD – The Green Party representatives are barred from parliament is an injustice against those voters that have shown their trust in this party’s policies with their vote,” Cacopardo said.

The gender balance mechanism, Cacopardo continued, is also applicable exclusively to the two parties already in parliament. While ADPD is in favour measures to bring about gender balance in parliament it is totally against mechanisms that are discriminatory by their very nature and reserved only for the PLPN.

Moreover, it is possible to have an electoral system that is representative of different political hues and genders without increasing the number of seats beyond that of 65, as ADPD has proposed previously in its Constitutional Review recommendations.

We are convinced that there is no political will to implement the necessary electoral reforms that bring about just treatment across the board. ADPD – The Green Party was left with no other avenue than to go to the Constitutional Court. ADPD’s constitutional challenge will continue being heard in court next week.”

ADPD issejjaħ għal parlament verament rappreżentattiv

Hekk kif illum qegħda tiġi inawgurata leġiżlatura ġdida bl-akbar numru ta’ membri parlamentari li qatt kellna f’Malta, ADPD – The Green Party temfasizza li dan il-Parlament hu rifless ta’ sistema elettorali mbgħabsa biex taġevola lill-PLPN.

Il-Perit Cacopardo tenna il-pożizzjoni li l-ADPD ħadet sa minn ħafna qabel il-kampanja elettorali dwar il-mekkaniżmi kostituzzjonali li jaġġustaw ir-riżultat elettorali. 

L-ewwel wieħed huwa il-mekkaniżmu dwar il-proporzjonalità illi jinjora l-voti kollha li jinkisbu mill-partiti li ma jiksbux siġġu parlamentari. “Il-voti miksuba minn ADPD, 4747, ferm iktar minn kwota nazzjonali, għandhom id-dritt ukoll ikunu rappreżentati fil-Parlament għaliex kull vot jgħodd! Mhumiex biss il-voti tal-Partit Laburista u tal-Partit Nazzjonalista li għandhom valur iżda għandu valur kull vot ta’ kull ċittadin Malti,” tenna Cacopardo.

“Kull vot jgħodd u din il-garanzija tal-proporzjonalità għandha tingħata lill-partiti kollha. Kull ġurnata li tgħaddi li rappreżentanti tal-ADPD mhumiex fil-Parlament Malti hija inġustizzja ma’ dawk il-votanti li bil-vot tagħhom wrew fiduċja fl-istess partit,” qal Cacopardo.

Barra minn hekk, kompla Cacopardo, hemm ukoll il-mekkaniżmu dwar il-bilanċ tal-ġeneru li hu ukoll riżervat esklussivament għaż-żewġ partiti fil-parlament. Għalkemm ADPD – The Green Party taqbel ma miżuri intiżi biex jaġevolaw il-bilanċ tal-ġeneru fil-Parlament ma taqbilx ma mekkaniżmi li huma diskriminatorji u riżervati għall-PLPN. 

Hu possibli li s-sistema elettorali tkun waħda li tkun kemm rappreżentattiva tal-fehmiet politiċi differenti kif ukoll il-ġeneru mingħajr ma jkun hemm żieda fid-daqs attwali tal-Parlament, iġifieri li jibqa’ parlament ta’ 65 siġġu.

Aħna konvinti, temm jgħid Carmel Cacopardo li ma teżistix il-volontà politika favur tibdil elettorali li jkun ġust fil-konfront ta’ kulħadd. Għalhekk ma kellna l-ebda triq oħra għajr li nirrikorru għall-protezzjoni tal-Qrati permezz ta’ kawża kostituzzjonali li se tkompli tinstema matul il-ġimgħa d-dieħla.”
