Delimara Gas Plant: we want all the facts

Commenting on the Papadakis report released by OHSA earlier this week at his request, Carmel Cacopardo, AD Deputy Chairperson, stated that Dr George Papadakis himself hints on page 3 of the report that this report forms part of a wider study. In fact he states that: “The present report summarises the result of the study.” “Does this mean,” asked Cacopardo, “that there exists a more detailed study explaining the questions arising from Vaccari’s preliminary risk assessment? In particular, the issue of the devasting impacts of a possible accident raised by Roberto Vaccari in his risk assessment (forming part of the EIA) is neither explained or refuted in the Papadakis published report.”

Alternattiva Demokratika Chairperson,  Prof. Arnold Cassola, said: “The worries expressed by M’Xlokk residents in an unsigned letter sent to the Prime Minister make it even more necessary to have all the reports relative to the risks resulting from the Delimara gas storage ship made public. In fact, the publication of the Papadakis report reveals three important details: first of all that this is just another preliminary report, secondly that this report was meant to be a confidential one and thirdly that other reports have been commissioned. We therefore now look forward to the publication of the other commissioned reports which must not, and cannot, be covered by any form of confidentiality. The Seveso Directive, by which we must abide, clearly demands full openness and transparency in the whole process.”

Huwa u jikkummenta fuq ir-rapport ta’ Papadakis li ġie irilaxxjat iktar kmieni din il-ġimgha mill-OHSA fuq talba tiegħu, Carmel Cacopardo, Deputat Chairperson ta’ Alternattiva Demokratika, qal li Dr George Papadakis innifsu jissuġġerixxi fit-tielet paġna illi dan ir-rapport jifforma parti minn studju iktar wiesa’. Fil-fatt jgħid li r-rapport huwa sommarju tar-riżultati tal-istudji li saru. “Dan ifisser,” staqsa Cacopardo, “li jezisti studju iktar dettaljat li jispjega l-kwistjonijiet li jirrizultaw mill-istudju dwar ir-riskji li sar minn Vaccari? B’mod partikolari, il-materja dwar l-impatt divastanti li jista’ jirriżulta minn inċident u li tqajjem minn Roberto Vaccari fl-istudju tiegħu dwar ir-riskji (liema studju jifforma parti mill-EIA) la hu spjegat u l-anqas miċhud fir-rapport ta’ Papadakis li ghadu kif ġie ippubblikat,” ikkonkluda Cacopardo.

Iċ-Chairperson ta’ Alternattiva Demokratika, l-Prof Arnold Cassola, qal: “Il-biżgħat espressi minn residenti ta’ M’Xlokk f’ittra mhux iffirmata li ntbgħatet lill-Prim Ministru jagħmluha iktar essenzjali li r-rapporti kollha dwar l-analiżi tar-riskji assoċjati mal-vapur tal-ħazna tal-gass f’Delimara jkunu ippubblikati. Fil-fatt, il-pubblikazzjoni tar-rapport Papadakis żvela tlett dettalji importanti: l-ewwel li dan hu sempliċiment rapport preliminari ieħor, it-tieni li dan ir-rapport kien intenzjonat li jkun wieħed kunfidenzjali u li t-tielet  ġew ikkummissjonati rapporti oħra. Nistennew għaldaqstant il-pubblikazzjoni tar-rapporti l-oħra li m’ghandhomx jinżammu kunfidenzjali. Id-Direttiva ta’ Seveso li għandna l-obbligu li nosservaw, tesigi li l-prċcess kollu jkun wiehed trasparenti.”
