ADPD launches its manifesto

ADPD – The Green Party launches its manifesto with the theme “Green sweeps clean”… so that politics in this country become truly at the service of all citizens.

ADPD – The Green Party Carmel Cacopardo said that “the broom has been chosen as the main symbol of this campaign because it is the cleaner’s tool. That of the sweeper, a humble worker that cleans after our mess. Parliament and its members should be the political sweepers, keeping politics clean, safeguarding its integrity and above all not shying away to take the necessary timely decisions.”

Cacopardo mentioned how the news have been dominated with wrongful acts by ministers and other public figures over the past months and years. Decisive action was lacking, or taken after a lot of procrastination.

It is a well known fact that accountability, transparency and ethics in public life are being hindered by the close connections between political power and business concerns. It is not only ADPD that has been saying this for a long time but the ever-increasing voice of civil society has led to these issues being given the attention they deserve. The Inquiry Commission investigated the circumstances into the death of Daphne Caruana Galizia also confirmed this unsavoury link between politics and business and ADPD will continue to insist that the Inquiry’s recommendations will be implemented in full and without delay.

“Accountability, transparency and ethics in public life will remain a blot on public life in Malta unless the necessary action is taken. We need a Parliament that is capable and willing to analyse and decide. We need Members of Parliament of integrity, able to oversee continuously and consistently the public administration. We need institutions with character.” Therefore we need a Parliament that includes ADPD representatives from amongst the candidates being presented to the electorate in each district – candidates that like others are not in it for their personal gain or in the interests of others but for the service of all citizens.”

ADPD’s electoral manifesto presents a wide range of proposals that impact directly on citizens’ rights such as constitutional changes and clean politics, economy, environment, waste and transport, education, health, sexual and reproductive rights, immigration and unique issues pertaining to Gozo. It is not a manifesto of Father Christmas promises but primarily a vision laying out a road map to be followed.

With respect to ADPD’s proposal that the declaration of principle relating to the environment found in our Constitution would be able to be challenged in Court, Cacopardo explained that in line with what happens in other countries individual citizens and NGOs would be able to seek remedy so that should the government fail to take the necessary action on environmental issues, the Government – as the servant of the people – would be obliged to do so.

“Our agenda is to be of service to the whole community. Clean politics in public life. We want to be a political tool for renewal. Green broom to sweep clean. Politics that serve today while keeping an eye on the impact on tomorrow, ensuring that actions taken today do not deny future generations their right to take their own decisions.”

“A broom does not only clean the trash but also removes the cobwebs that have sprung around an expired PLPN way of doing politics: from a policy without vision to one that looks forward to day when this is centred towards the needs of each individual – rejecting the winner takes all mentality that tramples upon everyone to a policy that has everyone’s benefits at hear, concluded Cacopardo.

Manifest Elettorali Elezzjoni 2022

Imniedi l-manifest elettorali tal-ADPD – The Green Party – Xkupa Ħadra Tnaddaf – biex il-politika f’pajjiżna tkun verament għas-servizz taċ-ċittadini kollha.

“Għażilna l-ixkupa bħala s-simbolu ewlieni għal din il-kampanja għax l-ixkupa hi l-għodda ta’ min inaddaf. Tal-kennies, ħaddiem umli li jnaddaf warajna. Il-Parlament u l-membri tal-parlament għandhom ikunu l-kenniesa tal-politika, inaddfu, jgħassu għall-indafa u fuq kollox ma jibżgħux jieħdu id-deċiżjonijiet meħtieġa f’waqthom.” Dan qalu iċ-Chairperson tal-ADPD – The Green Party Carmel Cacopardo waqt li nieda il-proposti u l-viżjoni għall-Elezzjoni 2022 kif imfissra fil-manifest elettorali.

Huwa semma kif fix-xhur u s-snin li għaddew l-aħbarijiet kienu ddominati minn każijiet ta’ imġieba mhux f’postha minn ministri u nies oħra f’karigi pubbliċi. Deċiżjonijiet ftit li xejn ittieħdu, u meta ittieħdu dan sar bit-tkaxkir tas-saqajn.

Huwa qal li huwa fatt magħruf li f’kuntest tal-kontabilità, tat-trasparenza u l-imġiba etika fil-ħajja pubblika il-poter politiku u dak tan-negozju f’pajjiżna huma qrib wisq ta’ xulxin. Dan ilu jgħidu mhux biss l-ADPD imma firxa wiesgħa tas-soċjetà ċivili illi waslet biex dawn l-issues jingħataw aktar attenzjoni. Kien ikkonfermat ukoll mill-Kummissjoni ta’ Inkjesta dwar iċ-ċirkustanzi li wasslu għall-qtil ta’ Daphne Caruana Galizia li r-rakkomandazzjonijiet tagħha l-ADPD tinsisti li jitwettqu b’mod sħiħ u bla iktar dewmien.

“Il-kontabilità, it-trasparenza u l-imġiba etika fil-ħajja pubblika jibqgħu dejjem materji ewlenin li dwarhom hemm nuqqasijiet kontinwi fil-ħajja pubblika Maltija. Neħtieġu Parlament kapaċi jgħarbel u jiddeċiedi. Neħtieġu Membri Parlamentari ta’ integrità, kapaċi li b’ħidmiethom jissorveljaw b’mod kontinwu u konsistenti lill-amministrazzjoni pubblika. Neħtieġu istituzzjonijiet b’sinsla.” Għalhekk hemm bżonn li l-Parlament jkollu rappreżentanza ukoll minn kandidati ta’ l-ADPD li qegħdin jiġu ppreżentati lill-elettorat fuq kull distrett – kandidati li bħal bosta oħrajn mhux qed ifittxu xi interessi personali jew ta’ oħrajn imma biss li jkunu għas-servizz taċ-ċittadini kollha.

Tul is-snin id-duopolju PLPN għamlu kemm setgħu biex joħonqu kull vuċi li tieqfilhom jew li għandha l-potenzjal li tieqfilhom. Il-kawża ta’ dan kollu hi sistema elettorali li tostakola rappresentanza parlamentari lil hinn minn żewġ partiti, lil hinn mid-duopoli PLPN. Hi sistema elettorali  diskriminatorja li tfittex il-kontroll u mhux ir-rappreżentanza xierqa – sistema elettorali li tfittex li toħnoq ilħna bħal tal-ADPD. Madankollu kif diġà ġie mħabbar l-ADPD se tinsisti li kull vot – inkluż dak għal kandidati tal-ADPD – jiġi rappreżentat fil-Parlament li jmiss. Kull vot għandu valur.

Il-manifest elettorali tal-ADPD jippreżenta proposti fuq firxa wiesgħa ta’ issues li jolqtu direttament liċ-ċittadini fosthom tibdiliet kostituzzjonali u ndafa fil-politika; ekonomija; ambjent; skart u trasport; edukazzjoni; saħħa; drittijiet sesswali u riproduttivi; immigrazzjoni u issues partikolari li jikkonċernaw l-Għawdex. Mhuwiex manifest ta’ Father Christmas li jipprova jwiegħed tqassim ta’ rigali, imma hu primarjament viżjoni u tfassil ta’ direzzjoni li għandna nsegwu.

Dwar il-proposta tal-ADPD li id-dikjarazzjoni ta’ prinċipju fil-qasam ta’ l-ambjent li tinsab fil-Kostituzzjoni jkollha saħħa li tiġi mressqa fil-Qorti, Cacopardo spjega li bħalma seħħ f’pajjiżi oħra ċittadini u għaqdiet mhux governattivi għandu jkollhom id-dritt li jitolbu rimedju biex jekk il-Gvern ikaxkar saqajh fejn jidħlu inizjattivi ambjentali, il-Gvern – bħala qaddej tal-poplu – jkun obbligat li jieħu l-azzjoni meħtieġa.

 “L-aġenda tagħna hi politika ta’ servizz lejn il-komunità kollha. Politika ta’ ndafa fil-ħajja pubblika. Irridu nkunu strument politiku li jnaddaf. Xkupa ħadra li tnaddaf. Politika li tagħti servizz illum imma li żżomm kontinwament quddiem għajnejha l-impatti fuq għada, fuq il-ġenerazzjonijiet futuri u allura tqis kif dak li jseħħ illum ma jostakolax id-dritt tagħhom li huma ukoll ikun possibli għalihom li jieħdu d-deċiżjonijiet tagħhom.”

“L-ixkupa tnaddaf mhux biss il-ħmieg imma tneħħi l-għanqut minn politika skaduta mingħajr viżjoni kif ilha mħaddna mill-PLPN għal dawn l-aħħar snin għal waħda li tħares il-quddiem – fejn kull individwu jitqiegħed fiċ-ċentru ta’ kull deċiżjoni li tittieħed. Dan huwa li qiegħed jipproponi l-ADPD għal votanti – bidla fil-mentalità minn waħda ta’ min jirbaħ jgħaffeġ fuq kulħadd għal waħda li tħares l-interessi ta’ kull individwu,” temm jgħid Cacopardo.
